Osmanl\u0131 Devleti de, her ne kadar \u0130bn-i Hald\u00fbn\u2019un belirledi\u011fi zaman\u0131 a\u015fmay\u0131 ba\u015farabilmi\u015f olsa da, bir durgunluk ve geriye d\u00f6n\u00fc\u015f devresine girmekten kendisini kurtaramam\u0131\u015ft\u0131r. Devletin b\u00f6yle bir d\u00f6neme girdi\u011fi, ancak i\u00e7inde bulunan ki\u015filerin ne olup bitti\u011fini tam olarak kavrayamad\u0131klar\u0131 bir devir olan XIX. y\u00fczy\u0131l\u0131n tablosunu <b>Halil \u0130nalc\u0131k<\/b> \u015fu \u015fekilde \u00e7izmektedir:<\/p>\n<p style=\"text-align: justify;\">\u201cXIX. as\u0131r ortalar\u0131na do\u011fru Osmanl\u0131 Devleti, hen\u00fcz Avrupan\u0131n yar\u0131s\u0131 kadar bir saha \u00fczerinde, \u00fc\u00e7 k\u0131taya yay\u0131lm\u0131\u015f, hemen hemen 36 milyon n\u00fcf\u00fbsu ihtiva eden koca bir \u0130mparatorluk halinde g\u00f6r\u00fcnmektedir. Fakat hakikatta, bu koca siyasi hey\u2019et, iktisad\u00ee, siyas\u00ee her t\u00fcrl\u00fc birlik esas\u0131n\u0131 kaybederek da\u011f\u0131l\u0131p par\u00e7alanma yoluna girmi\u015f bir hey\u00fbladan ba\u015fka bir \u015fey de\u011fildi.\u201d<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn1\">[1]<\/a><\/p>\n<p style=\"text-align: justify;\">Az da olsa bu durumun fark\u0131nda olan idareciler devleti i\u00e7ine d\u00fc\u015fmekte oldu\u011fu \u00e7\u00f6k\u00fcnt\u00fcden kurtarma ve eski ihti\u015fam\u0131na tekrar kavu\u015fturma gayreti i\u00e7erisine girmi\u015fler, \u00e7\u00f6z\u00fcm olarak da o zaman bilim ve teknikte h\u0131zla ilerlemekte olan Avrupa devletlerini takip etmeyi planlam\u0131\u015flard\u0131.<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn2\">[2]<\/a> Bu durum Avrupa devletleri a\u00e7\u0131s\u0131ndan da kendi menfaatleri do\u011frultusunda ehemmiyet arzediyor, bu sebeple de devlet \u00fczerine olan bask\u0131lar\u0131n\u0131 g\u00fcnden g\u00fcne art\u0131rmaya devam ediyorlard\u0131. B\u00fct\u00fcn bu geli\u015fmelerin bir neticesi ve yeni bir d\u00f6nemin habercisi olarak <b>Abd\u00fclmecid<\/b>\u2019in tahta ge\u00e7i\u015finden \u00fc\u00e7 ay, Mustafa Re\u015fit Pa\u015fan\u0131n el\u00e7ilik vaz\u00eefesinden d\u00f6n\u00fc\u015f\u00fcnden d\u00f6rt ay sonra, Hariciye Naz\u0131r\u0131 olan Re\u015fit Pa\u015fa, yeni padi\u015fah\u0131n a\u011fz\u0131ndan, 3 Kas\u0131m 1839\u2019da G\u00fclhane bah\u00e7esinde Tanz\u00eem\u00e2t Ferman\u0131\u2019n\u0131 okudu. Ferman\u0131n, beklendi\u011fi \u00fczere muhtev\u00e2s\u0131n\u0131n farkl\u0131l\u0131\u011f\u0131 hemen fark edilmi\u015f, i\u00e7erde ve d\u0131\u015farda b\u00fcy\u00fck yank\u0131lar uyand\u0131rm\u0131\u015ft\u0131r.<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn3\">[3]<\/a><\/p>\n<p style=\"text-align: justify;\">\u0130lan\u0131ndan itibaren g\u00fcn\u00fcm\u00fcze kadar olumlu ve olumsuz y\u00f6nleriyle kendisine \u2018Tanz\u00eem\u00e2t-\u0131 Hayriyye\u2019 diyen taraftarlar\u0131 yan\u0131nda \u2018Tanz\u00eem\u00e2t-\u0131 \u015eerriyye\u2019 diyen muh\u00e2lif kitleler de bulan Tanz\u00eem\u00e2t Ferman\u0131, Osmanl\u0131 Devleti tarihinin en \u00e7ok tart\u0131\u015f\u0131lan, kayda de\u011fer bir sonuca ba\u011flanamayan ve tesirleri h\u00e2l\u00e2 devam eden bir hadise olarak ehemmiyetini muh\u00e2faza etmektedir. Tanz\u00eem\u00e2t\u2019\u0131n birinci d\u00f6nemi olarak adland\u0131r\u0131lan 1839-1856 y\u0131llar\u0131nda yeniliklerin savunucular\u0131 hemen tamamen devlet adamlar\u0131d\u0131r.<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn4\">[4]<\/a> Ancak bu devrin ikinci d\u00f6nemini te\u015fkil eden 1861\u2019den sonra bat\u0131l\u0131la\u015fma art\u0131k ayd\u0131nlar\u0131n sahip \u00e7\u0131kt\u0131\u011f\u0131 bir de\u011fer olarak i\u015flenmeye ba\u015flanm\u0131\u015f ve bu yoldan da halka mal olmu\u015ftur.<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn5\">[5]<\/a> Onu \u2018Hayriyye\u2019 olarak niteleyen gruplara g\u00f6re Tanz\u00eem\u00e2t, ge\u00e7en felaketli as\u0131rlar\u0131n b\u0131rakt\u0131\u011f\u0131 ve son buhranlar\u0131n pek ziyade sarst\u0131\u011f\u0131 bu \u00e7\u00fcr\u00fck yap\u0131ya, muntazam bir devlet kadrosu vermek ve Osmanl\u0131 Saltanat\u0131n\u0131 modern esaslara dayanan bir Avrupa devleti yapmak iddias\u0131nda idi. Bir bak\u0131ma Tanz\u00eem\u00e2t\u0131, temel m\u00fcesseseleri bozulmu\u015f olan Osmanl\u0131 \u0130mparatorlu\u011fu\u2019nun yepyeni bir medeniyetle y\u00fckselen ve taarruza ge\u00e7en bir Avrupa\u2019n\u0131n ezici \u00fcst\u00fcnl\u00fc\u011f\u00fc kar\u015f\u0131s\u0131nda yeniden te\u015fkilatlanma te\u015febb\u00fcs\u00fcn\u00fcn kat\u2019i safhas\u0131 olarak telakki etmek m\u00fcmk\u00fcnd\u00fcr. <a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn6\">[6]<\/a><\/p>\n<p style=\"text-align: justify;\">Bu a\u00e7\u0131dan bak\u0131ld\u0131\u011f\u0131nda 1839 Hatt\u0131 H\u00fcmayunu ile resmen a\u00e7\u0131lan Tanz\u00eem\u00e2t devrinin, devleti yeni bir d\u00fczene koyma te\u015febb\u00fcs\u00fcnde esas g\u00e2ye ve me\u015fguliyeti, hep hukuk m\u00fcs\u00e2v\u00e2t\u0131 prensibiyle hristiyan teb\u2019ay\u0131 devlete ba\u011flamak, \u0130mparatorluk vahdetini koruyup sa\u011flamla\u015ft\u0131rmak y\u00f6n\u00fcnde olmu\u015ftur. Osmanl\u0131l\u0131k siyaseti ad\u0131n\u0131 verebilece\u011fimiz bu hareketin, \u0130mparatorluk tarihinin son devrinde d\u00e2hili siyaset, garpl\u0131la\u015fma ve \u0131slahat hareketleri, isyanlar, hatta harici politika ile alakal\u0131 veya onlar\u0131 izah eden en temelli hadise oldu\u011funa \u015f\u00fcphe yoktur.<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn7\">[7]<\/a><\/p>\n<p style=\"text-align: justify;\">II. Mahmud d\u00f6nemindeki askeri \u0131st\u0131lahata kar\u015f\u0131 tepkinin \u00f6nc\u00fcl\u00fc\u011f\u00fcn\u00fc her defas\u0131nda eski askeri \u00f6rg\u00fctlerin ba\u015f\u0131n\u0131 \u00e7eken Yeni\u00e7eriler yapmaktayd\u0131. Bazen ta\u015fral\u0131 unsurlar da askerle ittifak etseler de muhalefeti as\u0131l y\u00f6nlendirici g\u00fc\u00e7 <b>ulema<\/b> olmu\u015ftur. Osmanl\u0131 toplumunun ayd\u0131n se\u00e7kinleri ile \u015fehir k\u0131\u015flalar\u0131n\u0131n imamlar\u0131n\u0131n olu\u015fturdu\u011fu bu M\u00fcsl\u00fcman din\u00ee kurumu her zaman devlet hizmeti g\u00f6ren kimseleri y\u00f6nlendirmeye muktedirdi. Ulema muhalefet hareketini, \u0130sl\u00e2mi miras\u0131n arzu edilmeyen de\u011fi\u015fimlerden korunmas\u0131 esas\u0131na dayand\u0131r\u0131yordu. Ayr\u0131ca toplum \u00fczerinde istedikleri etkiyi sa\u011flamak i\u00e7in gerekli haberle\u015fme ara\u00e7lar\u0131na<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn8\">[8]<\/a> da sahiptiler.<a title=\"\" href=\"file:\/\/\/D:\/Murat_Kaya_kitaplar\/Yuksek_Lisans_Tezi_Murat_Kaya.doc#_ftn9\">[9]<\/a><\/p>\n<p style=\"text-align: justify;\">Tanz\u00eem\u00e2t\u2019\u0131 \u201c\u015eerriyye\u201d olarak nitelendirilenler bu hadisenin b\u00fcy\u00fck bir \u201ctarihi k\u0131r\u0131lma\u201d ve dini, ictimai, siyasi ve k\u00fclt\u00fcrel k\u00f6klerimizden \u201csapma\u201d olarak de\u011ferlendirmi\u015fler, Avrupa devletleri kar\u015f\u0131s\u0131nda boyun e\u011fmenin m\u00fcsl\u00fcman bir millet olarak istikbal ve h\u00fcrriyetimizi tehlikeye soktu\u011funu savunmu\u015flard\u0131r. Bilhassa ferman\u0131n, hr\u0131stiyan teban\u0131n haklar\u0131n\u0131 \u00f6n plana \u00e7\u0131kar\u0131p savunan bir mahiyet arzetmesi m\u00fcsl\u00fcman tebay\u0131 ise geri plana itmesi \u00e7o\u011funlu\u011fu m\u00fcsl\u00fcman olan ve az\u0131nl\u0131klar kar\u015f\u0131s\u0131nda devaml\u0131 \u00fcst\u00fcn bir mevk\u00eede bulunan geni\u015f halk kesimi taraf\u0131ndan kabul g\u00f6rmemi\u015ftir. G\u00fcn\u00fcm\u00fczde her iki d\u00fc\u015f\u00fcncenin takip\u00e7ilerini bulmak da m\u00fcmk\u00fcnd\u00fcr.<\/p>\n<p style=\"text-align: justify;\">Tanz\u00eem\u00e2t Ferman\u0131\u2019ndan 17 y\u0131l sonra, 1856\u2019da yine Sultan Abd\u00fclmecid\u2019in imzas\u0131yla <b>Islahat Ferman\u0131<\/b> ad\u0131yla bir ferman daha ilan edildi. Bu ferman ilk bak\u0131\u015fta Tanz\u00eem\u00e2t Ferman\u0131\u2019n\u0131n mant\u0131ki devam\u0131 gibi g\u00f6r\u00fclse de, haz\u0131rlad\u0131\u011f\u0131 \u015fartlar ve muhtev\u00e2s\u0131 \u00e7ok farkl\u0131d\u0131r. Her \u015feyden \u00f6nce Islahat Ferman\u0131, K\u0131r\u0131m sava\u015f\u0131 ertesinde, Rusya\u2019ya kar\u015f\u0131 m\u00fcttefiklerin deste\u011finin (\u0130ngiltere, Fransa ve Sardunya) bir keffareti olarak haz\u0131rlanm\u0131\u015f ve ilan edilmi\u015ftir. Avrupa devletlerinin, ferman\u0131n metninin haz\u0131rlanmas\u0131nda ve ilan\u0131nda yo\u011fun bask\u0131lar\u0131 olmu\u015ftur. Ferman\u2019\u0131n ele ald\u0131\u011f\u0131 ve k\u00f6k\u00fcnden \u00e7\u00f6zd\u00fc\u011f\u00fc mesele, m\u00fcslim-gayrim\u00fcslim e\u015fitli\u011fi (<i>m\u00fcs\u00e2v\u00e2t<\/i>) meselesidir. Avrupa devletlerinin bask\u0131s\u0131 sonucu ilan edilen bir ferman oldu\u011fundan, ba\u011f\u0131ms\u0131z i\u00e7 siyaseti k\u00f6k\u00fcnden yaralam\u0131\u015f, Avrupa m\u00fcdahelesine kap\u0131lar\u0131 sonuna kadar a\u00e7m\u0131\u015ft\u0131r.
